Three dates that now define your EU compliance plan Two weeks ago the EU AI Act file was a moving target with no public reference text on the most contested question of all — when does an AI system tip into "high-risk" under Annex III? On 19 May 2026 the Commission ended that ambiguity, at least at the draft stage, by publishing the first guidance on the classification of high-risk AI systems. Twelve days earlier, on 7 May 2026, the Council, the European Parliament and the Commission reached a provisional agreement on the Digital Omnibus on AI — the first set of amendments to the EU AI Act since it was adopted in June 2024.
