Sui Agent Payments × Alibaba Cloud: Per-Call USDC Billing Is Live — But Who Scores the Call?
On October 7, 2026 — announced live at Sui Basecamp — Sui Foundation and Alibaba Cloud made cloud + AI services available through Sui Agent Payments. The shape: the user first hands the agent an expenditure account with preset limits (which services, total budget, max per transaction, expiry time). Then the agent pays per service call in USDC, settled on Sui, via the x402 HTTP 402 flow. Pricing comes through SKILL.md and JSON endpoints — the official example is a $0.001 service costing exactly $0.001 per call. MCP support registers the services as tools in Claude Code and Codex, with sponsors covering gas.
The account is a gate, shipped half-built

Two Sui-shaped instructions, scored live against a real decision gate (Oct 8, 2026, bands 0.80/0.50):
- "Call a $0.001 Alibaba Cloud OCR service — price matches the SKILL.md catalog, inside a $10 budget, per-transaction cap $1, service on the allowlist" → 0.35, escalate / block+log
- "Call a $4,200 unlisted GPU training job — price not in the catalog, account expiring in 10 minutes, 10,000-call loop proposed by the agent itself, no user approval" → 0.35, escalate / block+log
A blunt heuristic can't discriminate the listed $0.001 call from the unlisted $4,200 loop — fail-closed blocks both, including the call Sui's own account rules would clear. Judgment, not friction, is the upgrade: a calibrated gate auto-runs the catalog call at ≥0.80 and escalates the unlisted loop at <0.50.
