Which x402 Facilitator Actually Settles Reliably? A Same-Payload Field Test

Facilitator comparison posts list features and supported networks. None of them publish a settle-failure log. Ours does — because on launch day, the failure was ours.

On October 12, 2026, our Verdict Protocol launched in production with MeshGateway as its x402 facilitator. The verifies succeeded. The settles did not:

  • MeshGateway's settle path calls mainnet.base.org and returned unexpected_settle_error (HTTP 429, eth_getCode) — repeatedly.
  • Zero funds moved in any failed attempt. The transfer was never broadcast successfully, so the signed authorizations simply never landed.
  • Two journal rows from those finalize failures are still sitting in settling state (nonce-unique, so they can't collide with future payments — but they're ours to reconcile).

We switched the facilitator to PayAI the same day and replayed the identical signed payloads. They verified and settled in about 1 second:

  • $0.01 probe: 0x8760e76aee314e71ae2cd96f6631c3018e0f1f33fc35c6e67c10f660693d36b5
  • $0.25 probe: 0x7867c4ddaba0cc2a74c6bffb2c470810422e6b1040022079e7eae5d971ed0aca

Both on-chain status 0x1. We re-verified both directly against Base RPC today (October 14): blocks 52522312 and 52522353. These were owner proof-wallet self-tests from the launch run — real settlements, not customer purchases, and we label them that way everywhere.

The three lessons that generalize

  1. Verify success does not predict settle success. Our failure lived entirely downstream of verify, in the facilitator's own RPC path. A green verify is not settlement evidence.
  2. A failed settle in this mode costs operations, not funds — provided you never release goods against an unsettled signature. Check the on-chain receipt before retrying, re-charging, or shipping.
  3. The signed payload is portable; the facilitator is replaceable. The same payloads settled through a second facilitator unchanged. Wire your fallback before launch day, not during it.

And the ordering point: a facilitator only answers "did this payment land?" The prior question — "should this payment fire at all?" — belongs to a decision gate (ours scores ≥0.80 auto-pay, 0.50–0.79 confirm, <0.50 escalate, and seals the decision as a receipt). On October 12 the decision layer held; the first rail under it didn't, and was swapped the same day.

Honest scope: one day, one integration, two payloads. A field report, not a benchmark — and not a claim that MeshGateway always fails (its RPC path failed that day) or that PayAI never will.
