WinUI i18n: how to create Resources.resw file

  1. install Multilingual App Toolkit https://marketplace.visualstudio.com/items?itemName=dts-publisher.mat2022
  2. create dir MyApp/Strings/en-US/
  3. open solution manager in VS, right click on the dir en-US -> Add -> New
  4. select C# -> WinUI -> Resource
