You Don’t Have an AI Strategy—You Have Shadow AI
Most organizations believe they are implementing AI. Leadership discussions focus on governance frameworks, approved tools, and risk mitigation. On paper, it looks like progress.But beneath the surface, something else is happening.
AI adoption has already occurred—just not through official channels.
Engineers, analysts, and technical teams are using AI every day to solve real problems: debugging, generating code, writing tests, summarizing logs, and accelerating workflows. Much of this activity is happening outside sanctioned platforms.
The data reflects this current reality:
- 79% of employees already use AI at work, but only about 25% use approved tools
- 98% of organizations report some level of shadow AI.
- Only a minority have operational AI governance.
Nearly two-thirds are still experimenting instead of scaling.This is not an adoption gap,It is a coordination gap.
Bottom-Up Adoption vs Top-Down Governance
AI adoption is happening from the bottom up. Governance is being pushed from the top down and the two are not aligned. AI engineers and developers prioritize speed, efficiency, and problem-solving. If an AI tool helps resolve an issue in seconds instead of hours, they will use it—regardless of whether it is officially approved.
Meanwhile, leadership is focused on legitimate concerns: data security, compliance, cost control, and risk management. Platform engineering teams sit in the middle, tasked with standardizing AI usage across systems that are already fragmented. The result is predictable: engineers route around constraints.
Why This Is a Platform Problem
Many organizations attempt to solve this with policy. They publish guidelines, restrict tool access, or require approvals. But policies do not change behavior. Workflows do.
If the approved path is slower or less effective, it will be ignored. This makes AI adoption fundamentally a platform problem. Platform engineers play a critical role in closing this gap. Instead of restricting usage, they must build systems that make the approved path the most efficient one.
This includes:

The Role of AI Engineers
AI engineers must move beyond building models in isolation. The real challenge is operationalization—embedding AI into systems that people actually use.
This requires:
- Designing APIs and interfaces that align with real workflows Supporting rapid iteration through evaluation pipelines and feedback loops.
- Balancing cost, latency, and accuracy in production.
- Collaborating closely with platform teams.
What Engineering Leadership Needs to Rethink
A model that is not integrated into a workflow is not delivering value—it is just a prototype. For engineering leaders, the key misconception is treating AI as a policy problem instead of a systems challenge. An AI policy is necessary, but it is not sufficient. Without investment in internal platforms, developer experience, and observability, governance will always lag behind actual usage.
Leaders need to shift focus toward:
- Building internal AI platforms as core infrastructure Enabling teams with fast, reliable, and approved tools.
- Creating visibility into how AI is actually used across the organization.
- Establishing guardrails that enable, rather than restrict, productivity.
AI is already embedded in your organization’s workflows
The real question is whether your systems acknowledge it. Right now, in most organizations, there is a disconnect:
- Engineers are already using AI to move faster.
- Platform teams are trying to standardize fragmented usage.
- Leadership is attempting to control risk through policy.
These efforts are not aligned. The organizations that succeed will not be the ones that simply “adopt AI.” They will be the ones who operationalize it effectively. This means making a fundamental shift:
- From policies to platforms
- From restriction to enablement
- From experimentation to integration
A useful way to think about this is through the lens of cloud adoption. Early on, teams adopted cloud tools independently. Over time, platform teams introduced structure, governance, and scalability—without eliminating flexibility.
AI is following the same trajectory, but at a much faster pace. The goal is not to eliminate shadow AI entirely. That is unrealistic. The goal is to reduce the gap between how people want to work and how they are allowed to work. When the approved path becomes the fastest, most reliable, and most integrated option, shadow AI naturally declines.
Until then, it will continue to grow. AI is not waiting for strategy documents or governance committees. It is already part of your engineering system. The only question is whether your platform, your workflows, and your leadership approach are evolving fast enough to meet it.
