I think an approach utilizing JAMstack technologies where everyone owns their repositories could be interesting.
Cool! I'm not sure JAMstack solves the problem though. Because it's more for a developer and not friendly for a normal user.

Right now that may be true, but it's a very young technology and products which abstract away all the complexities could be possible, e.g. everyone could have their self hosted twitter.
