In Ahrefs → Site Explorer → Pages → Best by Referring Domains.
Your top 20 pages by external referring domains: These are your reservoirs.

Implementation: Priority Target System
- List your 10 highest-priority pages (those you most want to rank)
- For each target page: Find 3–5 hub pages where a contextual link would be natural
- Add the link with keyword-rich anchor text
