Why AI Compute Must Never Be Privatized by a Few Oligarchs: Open-Source Models and Public Compute as the Bedrock of UBI

• Layer 3: Commercial Compute Dividend Tax: High-volume industrial and financial compute consumption funds the national UBI pool, ensuring abundance is shared by all.
