China vs US PCB Manufacturing Cost 2026: Real Pricing for HDI, RF, and Rigid-Flex

Where China Wins: Labor-Intensive Processes

The China cost advantage is most pronounced on processes where labor, facility, and equipment utilization costs dominate over raw material costs. For a standard 4-layer FR-4 board, material cost is approximately 15-20% of total manufacturing cost — the remaining 80-85% is labor, equipment, and overhead where Chinese manufacturers operate at 3-5x lower cost.

HDI boards amplify this advantage because sequential lamination is process-intensive. An 8-layer 2+N+2 HDI board passes through the plating line 3 times, laser drill 2 times, and lamination press 3 times. Each additional processing cycle multiplies the labor cost differential.

Where the Gap Narrows: Material-Dominated Builds

RF PCBs using Rogers or PTFE laminates show the smallest China-US differential (1.5-1.8x versus 2.5-3.0x for FR-4). The reason: Rogers Corporation sells material at the same price globally. A sheet of RO4350B costs $80-120/m2 whether it ships to Shenzhen or San Jose.

For a 4-layer all-Rogers RF PCB, material represents 40-55% of total cost. When half the board cost is identical worldwide, manufacturing differences can only affect the remaining half — compressing the advantage.

The practical insight: hybrid stackups (Rogers on RF layers, FR-4 on digital layers) actually maximize the China cost advantage by shifting the cost structure back toward labor-dominated territory.
