Suggest a tool for wiring paper prototypes

Hey!
I have a bunch of hand-drawn screens and I want to make them interactive.

A perfect solution would have the following flow:

1. Upload screens(or take a photo) and name them
2. Mark interactive elements on a screen with some set of primitives and link them to another screen
3. Generate a link to the project for sharing

Figma is awesome and it's definitely doable there but I'm wondering if there are any simpler tools
