been working on sitecore azure openai project
i find to install the cli have to be using dotnet 6
with this setup hope this would helps you too

dotnet sitecore init
dotnet sitecore plugin list
dotnet sitecore plugin add -n Sitecore.DevEx.Extensibility.Serialization
dotnet sitecore plugin add -n Sitecore.DevEx.Extensibility.Publishing
