Many of my colleagues like an approach where you target the latest "high end" Pixel and iOS device, a moderate device from the last generation, and a spread of other Android devices with different profiles. The idea is that, while you can't test on everything, a wide enough spread of performance and display characteristics will reveal most of the problems your users might face.
