The Quota for the Exercise of Parliamentary Activity by Senators (CEAPS) is a crucial resource that ensures transparency and the proper use of public funds by Brazilian senators. I conducted an analysis of FIAP data from the years accumulated between 2008 and 2025 that revealed distinct seasonal patterns and identified senators whose reimbursements deserve attention.
Over the years, it has become clear that the second half of the year consistently stands out in terms of reimbursed amounts. More specifically, the 6th bimester is notably the period with the highest declarations, closely followed by the 4th and 5th bimesters. In the quarterly context, the 4th quarter is the one that presents the highest reimbursement amounts, with the 3rd quarter also presenting significant numbers. Among all months, December (month 12) leads as the period of greatest relevance, registering the highest amounts reimbursed by senators.
The years 2015, 2016, 2017 and 2024 stood out for presenting reimbursements that exceeded the expected annual averages. These sporadic, although non-recurring, expenses raise a point of attention for future analyses and undue deviations. Within these years, the extraordinary reimbursement of Eduardo Amorim in August 2015 stands out, which requires a deeper investigation into the circumstances of these expenses.
Among the senators, Eduardo Amorim, Styvenson Valentim, and Davi Alcolumbre emerge as the most prominent figures in terms of reimbursement declarations. Eduardo Amorim, in particular, has led the ranking of reimbursements since 2008, with most of the senators' high amounts coincidentally concentrated in the month of December.
A detailed analysis of the types of expenses reveals that transportation, food, fuel and accommodation make up a significant portion of the declarations, especially in the case of Eduardo Amorim in August 2015. Styvenson Valentim, in December 2022, and Davi Alcolumbre, in December 2017, also presented notable expenses in their declarations for consumables and tickets, which gives us a more granular view of how CEAPS is used.
