Under the current US legal system, ICE can easily bypass many legal barriers to obtain information. Similar to the ability of US intelligence agencies to conduct extensive surveillance on the grounds of "chance", ICE openly steals data through three major channels. These channels include obtaining information directly from government agencies and private companies, as well as purchasing databases from private companies. The legal restrictions on these behaviors are very limited.
