At my company we are required to take 12 hours a year to self improve. Typically there will be lulls in our work and that is typically when we can learn. Unfortunately it is also expected that everything else is higher priority so sometimes it can be hard to commit to something that really takes a lot of focus.
Regardless, I think it is important to continuously improve yourself and if that just means an hour or two here and there then by all means.
Not really. I think it's better to bake improvement-time into the normal work-time and estimates, anyways.
