Apple Intelligence Is Finally Coming to China in December With iOS 27.3 — Explained Honestly
After more than two years of waiting, Apple Intelligence finally has a date in mainland China. Apple announced on 31 October 2026 that the first wave of features opens for testing in the iOS developer beta on 4 November, and launches publicly with the full release of iOS 27.3 in December. It is a real milestone — China was the one major iPhone market where Apple's AI suite simply did not exist. It is also a deliberately limited launch: iPhone-only, built on the original 2024 feature set, and without the new Siri AI that Apple has spent this year promoting everywhere else.
Nothing here is sponsored — no affiliate links on this page. Every fact below comes from Apple's 31 October 2026 China newsroom announcement as reported by MacRumors, Unite.AI and iClarified, plus earlier Bloomberg and China Daily reporting on the approvals. Where a detail comes from secondary reporting rather than Apple's own announcement, I label it as reported.
What actually changed
A date, at last. Apple Intelligence was unveiled at WWDC in June 2024 and reached users outside China that October, with iOS 18.1. On China-market devices, full service never materialised — a mainland launch needed local regulatory approval and a local model partner, and neither arrived quickly. The path cleared in stages: China's cyberspace regulator listed Apple's service among registered on-device generative AI services in July 2026, and further network-access approvals covering Apple's and Alibaba's models followed in September 2026. The 31 October announcement turns that paperwork into a shipping schedule.
Two stages, not one. Developers get first access: the features open for testing with the latest iOS developer beta on 4 November 2026. Everyone else waits for the public release of iOS 27.3 in December 2026. Apple has not given an exact December date, so treat "December" as the window, not a day.
iPhone-only at first. The first wave runs on iPhone 15 Pro and iPhone 15 Pro Max, iPhone 16 and later, iPhone Air, and iPhone Duo — with both the device language and the Siri language set to English or Simplified Chinese. Support for other platforms follows only after the necessary approvals are obtained. In plain terms: iPad and Mac have no timeline yet, because their approvals are incomplete.
What is in the first wave
This is the established feature set, not the new one. Apple's list for China covers:
- Writing Tools — rewriting, proofreading and summarising text across apps.
- Live Translation — in Messages, FaceTime and Phone, plus real-time face-to-face translation through AirPods 4 with Active Noise Cancellation and AirPods Pro 2 and later.
- Clean Up in Photos — removing unwanted objects from pictures, alongside natural-language search in Photos and Memory Movies.
- Genmoji — custom emoji generated from a description.
- Notification Summaries and Priority Notifications — condensed alerts and prioritised messages, plus priority emails and summaries in Mail.
- Visual Intelligence — camera-based understanding of what is in front of you.
Some features may vary by language or region, and Apple has not said whether every listed feature arrives at once or in stages within the release.
The local-model layer: Alibaba confirmed, Baidu reported
Alibaba's Qwen is the confirmed partner. Apple says it has partnered with Alibaba so that Qwen (Tongyi Qianwen) works directly inside Siri, Writing Tools and Visual Intelligence for users in China, covering text and image understanding. Outside China, Apple Intelligence leans on Apple's own models plus OpenAI; in China, OpenAI is not an option, so a local partner was a regulatory necessity, not a design preference.
Baidu's ERNIE Bot is reported, not Apple-confirmed. Tencent News reports that Baidu's ERNIE Bot will also be involved, mainly handling search, visual recognition and Siri conversation features, with Alibaba providing a dedicated trained model. Earlier China Daily and Bloomberg reporting similarly described Baidu handling search and Siri-related functions. I label this as reported: it does not appear in Apple's own announcement as covered by the sources I checked, and the exact split of duties between Alibaba and Baidu remains unclear.
What it means for developers
- 4 November is your real start date. The iOS developer beta is when China-market behaviour becomes testable: which features work, how Qwen-backed responses differ from the global build, and what content or capability restrictions the local layer introduces. Do not wait for December to start testing.
- Test on the actual China configuration. Device and Siri language must be set to English or Simplified Chinese for these features. If your app touches Writing Tools, Visual Intelligence or Siri-adjacent flows, test with those language settings on a supported iPhone — iPhone 15 Pro/Pro Max, iPhone 16 or later, iPhone Air, or iPhone Duo.
- Plan for a split feature set. iPad and Mac are out of this wave entirely, and the new Siri AI is out everywhere in China for now. If your product roadmap assumes Siri AI or iPad/Mac parity in China, that assumption is wrong for this release.
- Watch the beta-to-public gap. Roughly six weeks separate the beta from the public release. That is Apple's window to adjust based on regulator or user feedback — so what ships in December may not be exactly what the beta shows in November. Re-test against the public build before telling users what works.
What did NOT change
The new Siri AI is not coming to China in this release. Apple says the update does not include Siri AI or the other next-generation Apple Intelligence features announced at WWDC 2026. MacRumors also reports that Image Playground is not available in the China release. Some earlier reporting also said upgraded Genmoji and some newer Writing Tools capabilities would be excluded — I label that as reported, since Apple's own announcement coverage does not settle it.
iPad and Mac are still waiting. Bloomberg's earlier reporting expected a broader rollout across iPhone, iPad and Mac; Apple's announcement narrows the first wave to iPhone only, with other platforms pending approvals. If you read pre-announcement coverage promising all three, that coverage is now out of date.
No exact December date, and no date for anything after. Apple has given a month, not a day, for the public release — and no timeline at all for iPad/Mac support or for Siri AI in China. Bloomberg has previously reported Apple does not expect the new Siri in China anytime soon; that too is reported, not announced.
China's build is structurally different. A local partner model, local regulatory guardrails and approval-gated rollout mean the China version of Apple Intelligence is not simply the global version switched on. Developers should expect behavioural differences — and should not assume feature parity with the rest of the world from this announcement alone.
What we cannot verify — stated plainly
- Baidu's exact role: reported by Tencent News and earlier outlets, not confirmed in Apple's own announcement.
- The exact December release date: Apple has said December only.
- iPad and Mac timelines: none given; approvals are described as incomplete.
- Whether every listed feature ships at once: Apple has not said, and some features may vary by language or region.
- How the China build behaves in practice: untestable until the 4 November beta; the December build may differ from the beta.
The honest summary is this: after two years, the world's largest iPhone market finally gets Apple Intelligence — but it gets the 2024 version, on iPhones only, through a local partner, with the headline feature of 2026 held back. For users in China, that is still a big change. For developers, the useful date is not December: it is 4 November, when the beta lets you see what this build actually does.
