I was searching for a platform to do this, but couldn't find it.
Then I want to create a platform where:
- Customer request for a reading of certain text, and an offer.
- People apply to the offer and set a time frame to deliver.
- Customer choose between people who offered based in time frame and portfolio.
Locution as a service.
Freelance working for locution professionals.

Consider who may already be offering this service, and how you would be improving upon their offerings. If these platforms are servicing this niche, is it possible to contact people requesting or producing the work? What would they want to see from a competing platform before they would consider using it instead?
Many platforms facilitate narration, perhaps similar?

I'd start with the question "who would find this useful?" Asking if something is useful without knowing who would use it like building a key and hoping there is a lock somewhere out there in the world. If you can find people who you want to serve, you can see if they would be served by this idea, and go from there.
Also, if you did want to build this, you could probably at least try it out without writing any code. Design Pickle built an app out of their "design as a service" that would be good enough for an MVP: jarhq.com/

I haven't heard of any platforms like that. I think it could be a great service for freelance animators or indie game developers!
