As far as I know, to create awesome and inclusive community around Open Source.
We have to join Community first, make good connection. And one by one folks join when they get interested in project or they think this project is going to impact and will be helpful for others.
*Just my observation cause I've been into Open Source from almost 2 years

Yes and even contribute to other devs Open Source projects on Github.
One more idea participate with your Open Source Project in Hacktoberfest.
Many folks will contribute and slowly Community will be build for sure.
