Shoshana Zuboff named it. Google built it. Meta scaled it. And now AI has turbocharged it beyond anything she imagined.
In 2019, Harvard professor Shoshana Zuboff published a 700-page book that named something that had been hiding in plain sight for two decades. She called it surveillance capitalism: a new economic logic in which human experience itself becomes raw material, processed into behavioral predictions, sold to advertisers, and used to modify human behavior at scale.
The tech industry dismissed the book. Wall Street ignored it. Then Facebook paid a $5 billion FTC fine, Cambridge Analytica toppled a democracy, and a Senate committee asked Mark Zuckerberg how Facebook makes money. His answer — "Senator, we run ads" — told the whole story. By then, the engine had been running for twenty years. It was too big to stop.

Every previous article — facial recognition, children's data, health data brokers, shadow profiles, credit scoring, voice assistant surveillance, AI training data scraping — has been a symptom. This is the disease: the economic logic that makes all of it not just possible, but inevitable.
The Theory: Behavioral Data as Raw Material
Zuboff's central insight is deceptively simple. Traditional capitalism converts nature into raw material. Surveillance capitalism converts human experience into raw material. Your clicks, scrolls, searches, pauses, emotional reactions, social connections, physical locations — every trace of your interaction with digital systems — are extracted, processed, and fed into prediction engines.
The product isn't the app, the search engine, or the social network. The product is you — or more precisely, a behavioral model of you, updated in real time, accurate enough to predict what you'll do next and influence what you'll do after that.
Zuboff identified three interlocking laws of surveillance capitalism:
First: Everything can be instrumentalized as behavioral data. Every digital interaction, every sensor reading, every transaction leaves a trace that can be captured and analyzed. The question is never whether to collect — it is always what to collect next.
Second: Everything can be processed into behavioral predictions. Raw data feeds machine learning models that predict your future behavior: what you'll click, what you'll buy, how you'll vote, whether you'll cheat on your spouse, when you'll get sick. These predictions are sold to anyone who wants to influence your behavior.
Third: Everything can be used for behavioral modification. The most valuable predictions aren't passive — they're actionable. Platforms don't just predict behavior; they shape it through nudges, variable reward schedules, emotional triggers, and carefully engineered information environments. This is instrumentarian power: the ability to shape human will at scale without coercion, through modification of the information environment itself.
The Origin Story: Google's Original Sin
Surveillance capitalism wasn't planned. It emerged from a crisis.
In 2000, the dot-com bubble burst and Google was bleeding money. The company had a search engine that everyone loved and no business model. Sergey Brin had previously written that mixing advertising with search would create "conflict of interest" and "inherently biased" results. There was, by early accounts, a genuine internal debate.
The privacy faction lost.
Google's chief economist Hal Varian developed the theoretical framework that would justify what came next. He called the data users generated while searching "digital exhaust" — a byproduct of normal activity, freely available, no different from the logs companies had always kept. The argument was clever: users weren't losing anything. They'd already made the search. Why shouldn't Google use those behavioral traces to sell better-targeted ads?
Google AdWords launched in 2000. By 2004, Google's IPO valued the company at $23 billion. The behavioral surplus business model — harvest behavioral data, sell predictions to advertisers — was proven. Every major internet company that followed learned the same lesson: the way to make money on the internet is to make the product free, make the user the product, and sell their behavioral futures to the highest bidder.
Facebook understood this from the beginning. Twitter, YouTube, Instagram, TikTok — all iterations of the same engine. The platform is the harvesting mechanism. The content is the bait. The user is the raw material.
The Scale: Five Billion People, Four Thousand Data Points Each
By 2024, the global digital advertising market exceeded $600 billion annually. Google controls approximately 28% of all digital ad spend. Meta controls 22%. Between them, these two companies conduct behavioral surveillance on roughly 5 billion people.
But the surveillance economy is far larger than just two companies. The ad-tech supply chain — demand-side platforms (DSPs), supply-side platforms (SSPs), data management platforms (DMPs), independent data brokers, ad verification companies, audience measurement firms — comprises an estimated 50,000+ companies globally. Most users have never heard of any of them. All of them know users in intimate detail.
Acxiom, one of the largest data brokers, maintains profiles on 700 million people worldwide, with up to 4,000 data points per person: income, political affiliation, health conditions, purchasing history, religious beliefs, sexual behavior inferred from browsing patterns. Oracle Data Cloud, Experian Marketing Services, Epsilon, CoreLogic — they maintain comparable databases, sold to any company with a budget.
The Facebook Pixel — a snippet of invisible JavaScript — is installed on over 30% of all websites on the internet. Every time you visit a site with that pixel, Facebook receives a notification: who you are, what page you visited, what you did there. Even if you're not on Facebook. Even if you don't have a Facebook account. The shadow profile system tracks everyone.
A single page load on a major news site triggers an average of 74 tracking requests in under 100 milliseconds — an invisible real-time bidding auction where your behavioral profile is auctioned to the advertiser most willing to pay to influence you. You never see it happen. It happens every time.
Behavioral Modification in Practice
Surveillance capitalism's most important — and most dangerous — capability isn't prediction. It's modification.
The 2014 Facebook emotional contagion study demonstrated this clinically. Researchers manipulated the News Feed of 689,000 users without their knowledge or consent, showing some users more positive content and others more negative content. The result: users' own posts shifted to match the emotional tone of what they'd been shown. The study was published in the Proceedings of the National Academy of Sciences. The informed consent problem was an afterthought. Facebook's data use policy at the time said users consented to "research" — a clause buried in pages of legal text that no one reads.
Cambridge Analytica weaponized this capability at electoral scale. Using psychographic profiles derived from Facebook data on 87 million users, the firm claims to have micro-targeted political messaging in the Brexit referendum, the 2016 US presidential election, and dozens of other electoral campaigns. The mechanism: identify psychological vulnerabilities (neuroticism, conscientiousness, openness) from behavioral data, then deliver customized messages designed to trigger specific emotional responses and drive specific behaviors — including, in some cases, voter suppression.
YouTube's recommendation algorithm, which drives 70% of all watch time on the platform, was explicitly optimized for engagement. An internal Google study found that the algorithm had been systematically recommending increasingly extreme content — not because engineers designed it to radicalize users, but because extreme content drives longer watch times. The algorithm was doing exactly what it was optimized to do. The political and social consequences were a byproduct that the company had documented internally and did nothing about.
Instagram's effect on teenage girls was documented internally by Facebook starting in 2019. Their own research showed that 32% of teen girls said that when they felt bad about their bodies, Instagram made them feel worse. The company knew. The research was suppressed. The features that drove the harm — infinite scroll, likes, body image-focused content recommendation — were not changed. They drove engagement. Engagement drove revenue.
Regulatory Response: Consent Theater and the Speed of Capital
The General Data Protection Regulation (GDPR), which took effect in May 2018, was the most ambitious attempt to regulate surveillance capitalism ever attempted. It requires explicit consent for data collection, mandates the right to erasure, limits data processing to stated purposes, and empowers regulators to fine companies up to 4% of global annual revenue.
The results have been mixed. By 2024, GDPR enforcement had generated over €4 billion in fines — a number that sounds significant until you note that Meta's 2023 revenue was $134 billion. The €1.2 billion Irish Data Protection Commission fine against Meta in 2023 represented approximately one week of revenue. The consent mechanism itself became a dark pattern: cookie banners designed to make rejection difficult, consent presented in legally valid but practically meaningless ways, essential services conditioned on surveillance agreement.
California's CCPA (2020) and its successor CPRA (2023) extended similar rights to American consumers. The EU Digital Markets Act (2023) began forcing data silos between Google and Meta services. The UK Age Appropriate Design Code has driven real product changes for children. Regulatory pressure is real.
But the ad-tech stack is too complex, too distributed, and too well-funded to be mapped by regulators, let alone controlled. The enforcement apparatus in most jurisdictions is outpaced by the innovation apparatus of the companies it regulates by a factor of years.
AI as Surveillance Capitalism's Final Form
Everything described above — the behavioral harvesting, the prediction engines, the modification apparatus — was built before the large language model revolution. What happened next made the problem an order of magnitude worse.
The AI systems now embedded in every major digital platform were trained on scraped human behavioral data: Common Crawl (billions of web pages), Books3 (200,000 copyrighted books), LAION-5B (5.85 billion image-text pairs), decades of forum posts, social media interactions, and private documents uploaded to cloud services. The training process was itself an act of mass surveillance — the behavioral traces of billions of people, processed without consent, used to build systems that now mediate human experience at global scale.
But training data is only the beginning. AI assistants are surveillance infrastructure with a helpful UI. Every prompt to ChatGPT reveals intent, anxiety, health concerns, relationship problems, professional doubts, political beliefs. OpenAI's terms of service permit using conversations to train future models. Google's Gemini operates inside Gmail, Drive, and Docs — reading private communications and documents. Microsoft Copilot is embedded in Outlook and Teams, processing the internal communications of corporations. Amazon Alexa is always listening in tens of millions of homes.
The next generation of surveillance capitalism doesn't just observe behavior from the outside. It participates in your conversations. It reads your private correspondence. It provides "helpful" responses that can be optimized — exactly as YouTube's recommendations were optimized — for engagement, retention, and behavioral outcomes that benefit the platform's revenue model.
The behavioral modification engine has been handed a microphone and invited into every room.
The Alternatives Are Real
Surveillance capitalism is not a technological inevitability. It is a business model — a choice made by specific people at specific companies to monetize behavioral data rather than to charge for services directly. Different choices produce different outcomes.
Brave Browser blocks 99% of ad-tech tracking by default. DuckDuckGo provides search without behavioral profiling. Signal provides end-to-end encrypted communications with no data collection beyond what's technically necessary. ProtonMail provides encrypted email with servers in Switzerland under Swiss privacy law. Fastmail charges money and doesn't build behavioral profiles. These services exist, work, and serve millions of users.
Technical approaches offer structural alternatives. Federated learning allows AI models to train on user data without the data ever leaving the user's device. Zero-knowledge proofs allow users to prove attributes (age verification, credential check) without revealing underlying data. On-device AI processes sensitive queries locally rather than sending them to remote servers.
The European regulatory approach — structural rules, mandatory privacy by design, fines calculated as percentage of global revenue — is demonstrably more effective than the American approach of self-regulation and individual consumer choice. When the UK's Children's Code forced platforms to default to privacy-protective settings for under-18s, platforms complied. When California's CPRA required opt-out rights for data sale, companies built opt-out mechanisms. Structural intervention works when it's enforced.

The cure is not user education. People who understand exactly how surveillance capitalism works still use Gmail, still search on Google, still scroll Instagram. The surveillance system is too deeply embedded in the infrastructure of daily life for individual opt-out to be meaningful at scale.
The cure is structural: different economics, different incentives, different defaults. Privacy-preserving AI as the norm rather than the exception. Data minimization as a legal requirement rather than a marketing promise. Consent that is genuine rather than theatrical. Enforcement that is proportional to harm rather than nominal relative to revenue.
The engine of surveillance was built because it was profitable. It will run until it is unprofitable. Making it unprofitable is a political project, not a technical one — and it begins with understanding, clearly, what the engine is and how it works.
