June 2026 is arguably the most consequential month in AI history. Claude Opus 4.8 resolves nearly 70% of real-world engineering bugs autonomously. ChatGPT approaches 1 billion users. Anthropic publicly called for the industry to slow down, citing 60% probability of AI recursive self-improvement by 2028.

This is the context in which WAIC 2026 arrives.

China's Position Has Changed

DeepSeek V4 achieves reasoning at 1/30th the cost of GPT-5. Chinese open-source model downloads grew over 300% in six months. Any governance framework that doesn't include China is incomplete.
