First Step is to check your windows build number /version
you can check it out using system information on the start menu
Your build number should be Microsoft Windows [Version 10.0.19042 or higher
You can check for updates in your system settings
Make sure to restart your PC
If the command still doesn't work then check you task manager and go to the performance tab
Check if virtualization is enabled
Then go to windows features using your Start menu and make sure all these boxes are ticked
Then hit restart
