I'll tell you my worries.

Nice to meet you, I'm 25 years old and live in Japan.
I'm currently working at a website production company, and I'm mainly in charge of maintenance and updates, not production. We outsource production and don't use in-house resources.
Even if I asked the company if I could do development in addition to contracting websites, the company wouldn't agree because our business models are different.

In this day and age, I can't expect to advance my career if I continue to focus on maintenance and updates, so I'm trying to change jobs to become a software engineer.

I'm inexperienced in development, so I think I need to create a portfolio, but I'm a typical type of person who enjoys writing, so I can't come up with any ideas.
I'm at the level where I'm satisfied with secretly creating my own extension commands for Linux commands.

I guess it's difficult to get into the world of engineering unless I come up with some ideas and create a web service that combines a modern front end and an API.

I want to change jobs as soon as possible, but my age, lack of ideas, and no one around me are in a vicious cycle, and I'm feeling anxious.

I'm learning go, python, docker, php (it's WordPress so it's a little) etc.

Japanese engineers are strict with inexperienced people, and I don't know any IT workers, so I decided to take the plunge and tell the world about my worries.

It sounds like you work at a company whose business is not software development. Realistically speaking, you probably won't be able to develop software at this company. After all, this is why software as a product is a thing: Let software companies do software, so other companies can do what they do best.

I think you need to land a different job. Also never stop studying.

Create 3-4 projects (both simple and more complicated), put them in your CV, and try to get a job.

The fact that you already have a job will help.
