I really wanted to know what people in MNCS's or startups do when they are not assigned to any projects or learning tasks?
Things I do :-
- Read blogs about my favorite programming language
- Understanding about different JOB roles
- Create music
- Exercise more

If I don't want to get things to do, I read blog article (like...right now...for example) or go on a personal project.
If I want to be assigned to a task, I blatantly open a youtube video on the laptop or a game on my phone. That way people will see I'm not working and maybe worry. If they don't, I go annoy them. Just sit beside them and talk to them. Either they get annoyed and give me taks, either I'm spending quality time with a coworker.
EDIT : the most funny thing to do, is to launch a job application website and look for offers.

Second thing you mentioned only possible in WFO, not in WFH.
