Helpdesk: "Jordan hit Record in yesterday's standup and the chat still has no link. Sam says the Record button is greyed out with a lock. Priya's channel town-hall recording isn't under Files either, and Marcus wants us to reinstall Teams for everyone so recordings 'just work' again. Can you force the recording to upload?"
Don't reinstall Teams yet. "Teams meeting recording not working" is usually one broken layer in a documented policy-and-storage chain, not a missing Force Upload button: the user can't start recording (license, role, meeting options, or meeting/calling policy) → the recording finished but landed somewhere other than this chat (organizer OneDrive Recordings, channel SharePoint, or a co-organizer fallback) → the link is delayed, scrolled out of a busy chat, or expired into recycle → upload failed to async media storage and the 21-day download window is ticking. Microsoft's meeting-recording troubleshooting, storage/permissions, cloud-recording policy, and expiration articles are the sources for that chain — not a tip that says "wipe the client."
If the real problem is SharePoint/OneDrive external sharing or guest access to a site (not the Record button), start with SharePoint External Sharing Not Working. If the file was deleted or expired into recycle, use Restore a Deleted SharePoint Site, OneDrive, or File. If OneDrive sync client is stuck (Processing changes) so the user can't open a recording they already own, start with OneDrive Sync Stuck Processing Changes — not this post. This post covers "Record is missing / greyed out, or the meeting recorded but nobody can find the MP4 — and you need a read-first path before rebuild."
TL;DR
- Split the ticket first. Missing / locked Record button ≠ recording finished but not in chat ≠ recording expired. Those are different layers.
- Both organizer and recorder need recording permission. Guests and federated/external users cannot start convenience recording in your tenant. Attendees may be blocked by role or by Meeting options → Recording & transcription.
- Storage is not "inside Teams." Non-channel meetings → organizer's OneDrive > My files > Recordings (even if someone else hit Record). Channel meetings → team SharePoint > Documents > Recordings. 1:1 / group calls → the person who selected Record.
- Find before you rebuild. Scroll the chat (high-volume chat can hide the link), open Meeting recap / Recordings & transcripts, open the Recordings folder, then run admin Missing Recording Diagnostic (join URL + date; telemetry ~30 days).
- Expiration is policy, not "Teams ate it." Default automatic expiration is often 120 days (admin-controlled). Expired files move to the recycle bin of that OneDrive/SharePoint location — restore there, don't reinstall the app.
- Quota / no OneDrive → async storage. If upload fails (no OneDrive / full quota), Microsoft temporarily holds the recording for download for 21 days, then deletes it. Download immediately when chat offers it.
Where in the chain did it break?
| Step | What should be true | Typical symptom when it breaks |
|---|---|---|
| 1. Symptom captured | Record missing vs lock vs recorded/no link vs expired banner | "Teams recording broken" with no string |
| 2. Meeting type | Meeting vs 1:1 call vs channel vs shared-mailbox organizer | Troubleshooting meeting policy on a call |
| 3. Who can press Record | License + role + meeting options | Attendee / guest / Copilot-off organizer |
| 4. Tenant policy | Meeting policy AllowCloudRecording (or calling policy for calls) | Whole cohort can't record after policy change |
| 5. Storage location | Correct OD Recordings or SP Recordings folder | Hunting only in the wrong person's OneDrive |
| 6. Find + diagnostics | Chat / Recap / folder / Missing Recording Diagnostic | Rebuild Teams before looking |
| 7. Expiration / recycle | Not expired; recycle still holds file | "Unavailable" banner treated as never recorded |
| 8. Quota / async | OneDrive exists; space free; or 21-day download used | Waiting for auto-retry that never comes |
Step 1: Capture the exact symptom (read-only)
Write five facts on the ticket before Reset Teams / Clear cache / "reinstall for the floor":
| Fact | Why it matters |
|---|---|
| Exact UI | Record missing; lock icon + tooltip; Record worked but no chat link; Recap says unavailable/expired; upload-failed + Download |
| Meeting type | Scheduled/Meet now; channel meeting; 1:1 or group call; webinar/town hall; shared-mailbox organizer |
| Who hit Record | Organizer, co-organizer, presenter, or "nobody could" |
| When | Meeting end time + how long they waited for processing |
| Scope | One user / one meeting / whole department after a policy change |
Then compare:
- Hover any lock on Record — Microsoft's troubleshooting doc: the tooltip often states why the control is unavailable.
- Open Meeting options → Recording & transcription (organizer) — who is allowed to record/transcribe?
- Check Microsoft 365 Service Health for Teams / OneDrive / SharePoint before you blame the client.
- Confirm the user is signed in as the expected work account (not a personal/guest context).
| Pattern | Likely layer |
|---|---|
| Record missing for everyone in a policy group | Meeting / calling policy (Step 4) |
| Lock for one attendee; organizer can record | Role / meeting options (Step 3) |
| Guest or federated user can't record | Expected — convenience recording (Step 3) |
| Recording finished; no chat link; busy chat | Find / scroll (Step 6) |
| Channel meeting; nothing under chat Files | SharePoint Recordings folder (Step 5) |
| "Unavailable" / expired on Recap | Expiration / recycle (Step 7) |
| Upload failed + Download offered | Async media / quota (Step 8) |
| 1:1 call Record missing; meetings OK | Calling policy, not meeting policy (Step 2/4) |
Step 2: Confirm meeting vs call vs channel (read-only)
Microsoft's troubleshooting guidance starts here because controls and policies differ by workload:
| Kind | Recording policy surface | Where the file lands (typical) |
|---|---|---|
| Scheduled / Meet now (non-channel) | Teams meeting policy (AllowCloudRecording) |
Organizer OneDrive Recordings
|
| Channel meeting | Same meeting policy; channel SharePoint permissions | Team site Documents / Recordings (or View only folder if download blocked) |
| 1:1 or group call | Teams calling policy (AllowCloudRecordingForCalls) |
OneDrive of the user who selected Record |
| Webinar / town hall | Events policy recording toggles | OneDrive / VOD paths — treat as events, not a standup |
Shared mailbox organizers (sidebar): Microsoft: for meetings scheduled with a shared mailbox, the shared mailbox is the organizer. If that account has no OneDrive (common), the recording uploads to a co-organizer or the recording initiator OneDrive instead. Shared mailboxes without a Teams license follow the Global meeting policy — if Global AllowCloudRecording is false, users can't record those meetings. Assign a Teams license before a custom meeting policy on that identity. For shared-mailbox Outlook visibility tickets, use Shared Mailbox Not Showing in Outlook — different problem.
# Read-only: meeting policy assignment + cloud recording flag (Teams PowerShell)
# Connect-MicrosoftTeams # interactive admin session
Get-CsOnlineUser -Identity 'jordan@contoso.com' |
Select-Object UserPrincipalName, TeamsMeetingPolicy, TeamsCallingPolicy
Get-CsTeamsMeetingPolicy -Identity Global |
Select-Object Identity, AllowCloudRecording, NewMeetingRecordingExpirationDays,
ChannelRecordingDownload, ExplicitRecordingConsent
# If the user has a custom meeting policy, read that Identity too:
# Get-CsTeamsMeetingPolicy -Identity 'Contoso-Standard' |
# Select-Object Identity, AllowCloudRecording, NewMeetingRecordingExpirationDays
Step 3: License, role, and meeting options (read-only)
Before you flip tenant policy:
- License. Microsoft Support: both the meeting organizer and the person who records need a qualifying Microsoft 365 / Office 365 license that includes Teams cloud recording (for example Enterprise E1/E3/E5/F3, Education A1/A3/A5, or Microsoft 365 Business SKUs listed in Support). Confirm the affected accounts still have Teams.
- Role in the meeting. Attendees may be blocked. Organizer can promote to presenter or co-organizer when policy allows.
- Meeting options. Organizer: Meeting options → Recording & transcription → who can record and transcribe. Teams Premium organizers get finer controls — read what is set before changing Global policy.
- Guests / federated / anonymous. Microsoft: guests can't initiate convenience recordings; users in trusted organizations can't initiate convenience recordings when they join your meetings (compliance recording is a different product). Have an internal organizer/presenter start Record.
-
Copilot-off note. Microsoft Learn: when organizers turn off Microsoft Copilot in Teams meetings/events, recording and transcription are also turned off. If "Copilot off" was the change request yesterday, check that before chasing
AllowCloudRecording. - Admin diagnostic (account): Microsoft 365 admin center → run Meeting Recording Support Diagnostic / Teams Meeting Recording Test for the user who can't press Record (license + meeting policy prerequisites). Not available in all sovereign clouds.
Leave/rejoin and Teams web client are Microsoft's light client workarounds after policy/role look correct — still not "reinstall the fleet."
Step 4: Read the meeting (or calling) policy (read-only → careful change)
Teams admin center:
- Meetings → Meeting policies → open the policy assigned to the organizer (and the recorder).
- Confirm Meeting recording (cloud recording) is On.
- Note Recordings and transcriptions automatically expire / default expiration days (Step 7).
- For calls: Voice → Calling policies → cloud recording for calls /
AllowCloudRecordingForCalls— only if Step 2 said this was a call.
PowerShell (read first; change only after the ticket names the policy):
# Read-only examples — do not Set- until the read agrees on the layer
Get-CsTeamsMeetingPolicy |
Select-Object Identity, AllowCloudRecording, NewMeetingRecordingExpirationDays,
ChannelRecordingDownload |
Format-Table -AutoSize
Get-CsTeamsCallingPolicy -Identity Global |
Select-Object Identity, AllowCloudRecordingForCalls
Both organizer and recorder need recording enabled on the policies that apply to them. Fixing only the person who clicked Record while the organizer's policy blocks cloud recording still fails.
Step 5: Map storage before you search the wrong Drive (read-only)
Microsoft's storage model (convenience recording):
| Meeting shape | Who selected Record | Where the file goes |
|---|---|---|
| Non-channel meeting / event | Anyone allowed |
Organizer's OneDrive Recordings (organizer need not attend) |
| Non-channel; organizer has no OneDrive | — | Co-organizer OneDrive in meeting-options order → else initiator → else async |
| Channel meeting | Channel member | Team SharePoint library Recordings folder |
| 1:1 / group call | Caller or callee | That person's OneDrive |
| Shared mailbox organizer, no OD | — | Co-organizer / initiator OneDrive (see Step 2) |
Permissions (short form Microsoft documents):
- Non-channel: invitees in the org typically get a shared link; external/guest viewers need an explicit share from the owner.
- Channel: permissions follow the channel / SharePoint membership (and
ChannelRecordingDownloadAllow vs Block / View only folder). - Large meetings (>250 participants): some people may not get automatic file permissions — ask the owner to add them to the share list.
OneDrive adjacency: if the organizer's Known Folder Move / silent sign-in is broken, that is not why Record is missing — but it can confuse "I don't see Recordings under Desktop." Use Intune OneDrive Known Folder Move Not Working only for KFM. Recording files still live under the cloud Recordings folder even when Desktop redirect is unhappy.
Step 6: Find the recording (read-only → diagnostic)
Work top-down:
- Meeting chat: Microsoft documents a high-volume chat issue where the recording link doesn't appear. Scroll to top, then back to bottom to refresh the chat service event.
- Meeting recap / Recordings & transcripts tab on the calendar item.
-
Manual path
- Non-channel:
onedrive.com→ My files → Recordings (organizer — or co-organizer/initiator per Step 5). - Channel: Teams channel → Files → Recordings → Open in SharePoint, or SharePoint
Documents/<Channel>/Recordings.
- Non-channel:
- Missing Recording Diagnostic (admin): Microsoft 365 admin center → Help → diagnose Missing Recording / Meeting Recording Missing. Enter the meeting join URL and meeting date. Confirms whether processing/upload finished and which OD/SP location was used. Microsoft: recording telemetry is retained about 30 days — older meetings need the manual folder search / recycle path instead.
- If search finds nothing but the file exists in Recordings, that is a search ticket — SharePoint Search Not Working.
Step 7: Expiration, recycle, and Purview (read-only → restore)
| Signal | Prefer |
|---|---|
| Recap banner: recording unavailable / check with organizer whether still uploading, expired, or deleted | Treat as expiration or delete — not "never recorded" |
| Admin Meetings automatically expire / Recordings and transcriptions automatically expire On | Default expiration often 120 days (policy). Changes apply to new recordings; admins can't bulk-edit old expiration in the policy |
| Owner can still edit the file | Organizer/co-organizer can change or remove expiration on the player page when they have edit rights |
| File gone from Recordings | OneDrive or SharePoint recycle bin for that location — restore with DEVTO_24 |
| Purview retention on OD/SP | Retention takes precedence over Teams expiration delete until retention completes (Microsoft compliance guidance) |
Microsoft: after expiration the file moves to recycle (often within about a day, rarely longer); owner gets email; recovering from recycle clears automatic re-expiration for that copy. Watching the recording does not extend expiration.
Step 8: Quota, no OneDrive, and async media storage (read-only → download)
If chat shows upload failed / offers Download:
- Download the MP4 immediately — Microsoft: when organizer, co-organizers, and initiator lack OneDrive (or quota is full), the recording goes to async media storage. There is no automatic retry to OneDrive/SharePoint. If not downloaded within 21 days, it is deleted.
- Free OneDrive/SharePoint quota or license OneDrive, then re-upload manually if needed.
- Planning hint from Microsoft: roughly ~400 MB per hour of recording — capacity planning matters for heavy meeting cultures.
IP-restricted SharePoint and channel recording upload have documented limitations; Microsoft recommends Conditional Access patterns rather than IP allow lists for channel recording scenarios — don't "fix" that with a Teams reinstall.
Step 9: Change one thing (only after the read)
After Steps 1–8 agree on the layer:
- Fix role / meeting options for this meeting or assign/correct meeting policy for the organizer — one change.
- Retest Record in a short test meeting (not the executive all-hands).
- If the issue was find/expire: open the correct Recordings folder or restore from recycle — don't flip
AllowCloudRecording"to be safe." - If async download was offered: save the file first, then fix quota/license.
- Only then try leave/rejoin or web client; client reinstall last.
When a change is justified
| Finding | Prefer | Avoid |
|---|---|---|
| Attendee / lock tooltip blocks Record | Presenter/co-organizer or meeting options | Global policy flip for one meeting |
| Organizer policy AllowCloudRecording Off | Assign correct meeting policy / turn recording On for that policy | Reinstalling Teams |
| 1:1 call can't record; meetings OK | Calling policy AllowCloudRecordingForCalls
|
Meeting policy churn |
| Guest wants to Record | Internal organizer records; share file | Expecting guest convenience recording |
| No chat link; file in organizer Recordings | Share link / teach the path | "Force re-upload" myths |
| Expired / deleted | Recycle restore (DEVTO_24) | New tenant recording policy as undelete |
| Upload failed + Download | Download within 21 days; fix OD quota | Waiting for auto-retry |
| External can't open recording | Owner shares explicitly | Opening org external sharing to Anyone for one MP4 without review (DEVTO_55) |
| File exists; search misses it | SharePoint Search triage | Missing Recording Diagnostic loops |
FAQ
Why is the Teams Record button missing or locked?
In order: wrong workload (call vs meeting), role (attendee), meeting options, license, organizer Copilot/recording off, or meeting/calling policy with cloud recording disabled. Hover the lock for the tooltip; run the Meeting Recording Support Diagnostic for the user.
Where does a Teams meeting recording go?
Non-channel → organizer's OneDrive Recordings (even if a presenter started recording). Channel → that team's SharePoint Recordings folder. 1:1/group call → OneDrive of whoever selected Record. Shared mailbox organizers without OneDrive fall through to co-organizer/initiator.
Recording finished but nothing in chat — did it fail?
Not always. Scroll the chat, check Recap / Recordings & transcripts, then the Recordings folder. Admins can run Missing Recording Diagnostic with join URL + date (best within ~30 days of telemetry). High-volume chats can hide the link until refreshed.
How long until recordings disappear?
If automatic expiration is on, Microsoft's default is often 120 days (admin sets the value). Expired files go to the OneDrive/SharePoint recycle bin for that location. Organizers with edit rights can change or remove expiration on the player for recordings they control. Purview retention can keep files longer than Teams expiration.
Can guests record our Teams meetings?
Not with convenience cloud recording. Guests and federated users joining your meetings can't start that recording. An internal organizer/presenter records; share the file if externals need playback (explicit share — guests don't automatically get non-channel recording links).
