The answer to this question simply is 'whenever you want the job'.
But what if you do not feel ready enough with your skills?
This is a feeling that would not leave even after you get a job.
So, embrace the feeling and do what needs to be done.
Which is -
- Work on interesting and simple projects on a regular basis. (this helps you gain confidence to attend interviews).
- Spend time filtering out the companies that you want to apply for.
- And, APPLY!
The whole process might feel monotonous but, trust me when I say that this journey is what you will miss once you finally land on 'THE' job.

I think a good question to ask the employer during an interview is if they provide time/resources for professional development - too many places expect devs to do all their learning on the side, but an employer who actively encourages learning as part of the job will make things a lot easier!
