I want to know if it is a good idea to jump into an Open-Source project as a means to brush off any rust on anything that might be an obstacle.
I have been meaning to jump on a project but have been apprehensive due to the fact that i might not know enough to contribute. Should i let that stop me or jump head on?

If you have something substantial in mind it's a good idea to check with the maintainer first through GitHub issues or the like. Other than that, most maintainers will be happy to receive pull requests even if it might take a little back & forth to get it ready to merge.
No never let anything stop you, especially the wild world of coding....
