Gartner has published its inaugural Magic Quadrant for the AI Agent Management Platforms category, formally defining agent management as a distinct enterprise software market. In the Leaders quadrant the research firm placed Microsoft with its Agent 365 offering, IBM with watsonx Orchestrate combined with watsonx.governance, and ServiceNow. The evaluation covers vendors whose platforms help organizations deploy, monitor, secure and govern fleets of AI agents running across business processes.
The rest of the map is densely populated. The Challengers segment includes AWS, Salesforce, OneReach.ai and Gravitee. Visionaries are Boomi and Automation Anywhere, while Niche Players include UnifyApps, Dify, AvePoint and Lyzr. Thirteen vendors in total appear across the four segments, a mix of established platform companies and younger specialist startups. For buyers, the spread of segments matters as much as the top tier, since pricing and packaging differ sharply between hyperscalers and specialist startups.
Alongside the quadrant, Gartner shared projections that explain why enterprises are paying attention. By 2029, the firm expects 60% of AI agents to be managed through an agent management platform, and more than 35% of enterprise AI run budgets to be allocated on the basis of verified business outcomes. Gartner also cites data indicating that by 2028 an average global Fortune 500 enterprise will have over 150,000 AI agents in use, up from fewer than 15 in 2025. The scale implied by those numbers is difficult to operate manually.
Maturity remains the constraint. According to figures cited by Gartner, only 13% of enterprises consider their agent governance sufficiently mature. The gap between how fast agents are adopted and how slowly governance practices catch up is a central theme of the report. It frames dedicated management platforms as the layer the market is expected to consolidate around over the coming years, with budgets increasingly tied to measurable results rather than open-ended experimentation.
For practitioners, a first Magic Quadrant changes procurement conversations. Teams evaluating agent platforms now have a standardized reference for shortlisting, where placement reflects completeness of vision and ability to execute. The listed vendors span hyperscalers, integration specialists and governance-focused providers, so enterprises can compare approaches to identity, audit trails, policy enforcement and cost control before committing a platform layer for their growing agent fleets.
IMPACT: Enterprise platform teams, architects and procurement leads are directly affected. Shortlists for agent infrastructure gain a common reference point, governance requirements move from internal policy documents into platform selection criteria, and budget owners should expect questions on how agent spending maps to verified outcomes. What to watch: how fast vendors outside the Leaders quadrant climb, how the 150,000-agent scale scenario expected by 2028 reshapes operations staffing, and whether the 13% governance maturity figure improves as dedicated platforms spread.
