Just a quick reference guide on how to actually create a new user, assign them a license and then add them to a Power Platform environment
1. Go to Microsoft 365 admin center
Navigate to admin.microsoft.com as a User Access Admin
2. Add the user
Assign licenses
3. Go to Power Platform admin and select your environment, and go to the Users list
4. Add User to environment
5. Add them to relevant role
