Designing training modules for PIAI Academy across both government and private sector audiences looks, from the outside, like an instructional design task. Slides, exercises, a syllabus. What it actually is, underneath that surface, is a compression problem, taking something that took months of hands on prompting work to internalize and turning it into a sequence that a person with zero prior exposure can absorb across a few hours without losing the thread.
The Instinct To Cover Everything Is The First Thing To Kill
Early module drafts tried to be comprehensive. Every technique that had proven useful in real client work found its way into the curriculum, because each one was genuinely useful and it felt wrong to leave any of it out. The result was a module that technically covered more ground and taught less, because participants left with a long list of techniques and no working sense of which one to reach for in a given situation.
The fix was accepting that a training module is not a reference document. A reference document rewards completeness. A training module rewards retention, and retention has a hard ceiling on how much new structure a person can absorb in one sitting before it all blurs into noise. Cutting content that was genuinely correct and genuinely useful, purely because it was competing for limited attention with something more foundational, felt wrong every time and was right every time.
Sequencing Has To Match How Confidence Actually Builds
The order techniques get introduced in matters more than which techniques get included at all. A module that opens with something like structured output formatting, before a participant has any working sense of why ambiguous instructions produce unreliable results, teaches a technique without teaching the reason the technique exists. It gets followed mechanically without being understood, which means it does not generalize the first time the participant hits a slightly different situation.
The sequencing that actually worked starts by deliberately letting participants watch a vague instruction produce an inconsistent or wrong output, live, before introducing any fix. That small moment of watching something fail for a reason they can now see does more to build real understanding than any amount of explaining the same failure mode abstractly. Every technique introduced afterward gets anchored to a specific failure it solves, rather than presented as a best practice to memorize on faith.
This matters even more for government audiences specifically, because that audience tends to be more procedurally minded and more resistant to techniques that feel like arbitrary style preferences. A technique framed as this is simply a better way to write instructions gets pushback. The same technique framed as here is the specific failure this prevents, and here is what it costs when this failure happens in a live deployment, tends to land, because it connects the method to a concrete consequence rather than an aesthetic judgment.
Private Sector Wants Speed, Government Wants Certainty
The two audiences diverge sharply in what they are optimizing for during a session. Private sector training participants generally want to move fast, get to practical application quickly, and are comfortable with some ambiguity if it means covering more ground. Government training participants generally want more certainty at each step before moving forward, and rushing that group past a concept before they are confident in it produces a room that quietly disengages rather than a room that objects out loud.
That meant the same underlying module needed two different pacing structures, not two different sets of content. The private sector version compresses the same core techniques into a tighter sequence with more emphasis on applied exercises. The government version spends more time on each individual concept, with more explicit checkpoints confirming the room is actually following before advancing, even though the destination and the core techniques being taught are identical in both versions.
Materials Have To Survive Being Taught By Someone Else
Because these modules eventually get handed to other trainers rather than delivered exclusively by the person who built them, the material could not lean on delivery style to carry weak spots the way a live improvised session sometimes can. Every exercise needed a clear enough setup and a clear enough intended outcome that a different trainer, without the original context behind why that exercise was designed the way it was, could run it correctly and explain why it worked if a participant asked.
That requirement fed directly back into the writing process, forcing every module section to include not just the instructional content itself but the underlying reasoning a trainer would need to answer a follow up question they had not anticipated. A module that only worked in the hands of the person who wrote it was not actually a finished module yet.
The Actual Lesson
Designing training content for prompting skills means applying the same discipline to the training material that good prompting demands of a system prompt itself, sequencing that respects how understanding actually builds, ruthless cutting of anything not earning its place, and enough explicit reasoning built in that someone else can execute it reliably without the original author standing in the room.
