ICS2 Release 3: What Freight Forwarders Must Know

ICS2 Release 3 is Here—Are You Ready?

The latest ICS2 (Import Control System 2) update is now live, and by December 4, 2024, maritime freight forwarders must comply with new house-level filing requirements. Failing to act now could mean shipment delays, penalties, and losing control over critical data.

📌What’s Changing?

ICS2 now mandates detailed and timely Entry Summary Declarations (ENS) for all goods entering or passing through the EU, Norway, and Switzerland. If you’re a freight forwarder, you must take full control of house-level filings instead of relying on shipping lines.

✅ How to Stay Compliant

1️⃣ Know the New Data Requirements
ENS declarations must now include:

📦 Accurate descriptions & HS Codes
🏢 Buyer & seller details
📑 EORI numbers for consignees & consignors
✅ Error-free data submission to avoid penalties
2️⃣ Register as a House-Level Filer
The window for ENS submissions opens from December 4, 2024, to April 1, 2025.
🚨 Request your deployment window from your National Customs Authority before November 1, 2024!
3️⃣ Get Your Tech Ready
Option 1: Use a third-party IT service provider (ITSP)
Option 2: Build an in-house integration with ICS2’s Shared Trader Interface (STI)
4️⃣ Improve Internal Data Collection
Establish strict data validation and submission processes
Ensure clear communication with consignees & shippers
5️⃣ Secure PLACI Agreements with Shipping Lines
Without proper Pre-loading Advance Cargo Information (PLACI) agreements, shipping delays and fines are inevitable.

🔥 Final Call: Act Now!

ICS2 Release 3 is not optional for freight forwarders. To stay compliant and in control, act before the deadlines and ensure your systems, teams, and agreements are ready.
