I've been in the wait list for a couple of months now. Considering it did raise controversy - even legal issues - maybe GitHub decided to stop accepting signups?

They are only granting access to a limited number of testers and they are randomly picked.
Try with different Github acc if you have any or Just wait...

I got access! I was in waiting list for some months
Recently applied for it and got access within a few days. As @dreamyplayer said, they may be picking accounts based on location and other attributes.
