I think it's fair to say right now (being an active member but not actually part of the company) that it's venture capital funded primarily. However, they also have high profile sponsors for the site, which you should be able to see on the home page.
They've also announced that the open source code base that makes up Dev.to will potentially have a future where the company manages the hosting, and you can have your very own blank Dev.to like 'forem' for your community. Have a look at @ben
