I am on Ubuntu MATE environment, using a Chromium-based browser (Brave), actually.
Although it frequently occurs, even on dev.to/new, I cannot seem to reproduce and capture a screenshot for now.

There is Chrome extension to shrink scrollbars, or hide them.
