For me it is always very difficult to find junior developers who know php. It is not included as a relevant language in any university or course any more. :(

I cannot speak for anybody else but I notice that PHP is still very relevant in the Netherlands. Also agencies do still use it very much over here so schools ( not persé universities ) are pretty flexible.
