Or even offer on the job training for entry level/junior Developers who show potential

I think they do but issues is we're are still in a pandemic so they need to be sure on who they hire. Plus there is always a cost involved in hiring and retaining a staff. The best is that you get a good staff and you are able to retain the staff.
But the worst, might be they may jump after 3 mths or less. They may even impact your company's culture if you had hired the wrong candidate.
