Allow newly registered users to check Code of conduct etc while on-boarding

Hi Team,

Thanks for great platform for developers, Appreciate. This is my first post in meta :)

Today I signed up , and was taken to below screen as part of on-boarding process.

I wanted to check both Code of conduct and Terms and Conditions, But it seems it keeps on redirecting to https://dev.to/onboarding and not allowing me to check those two links until I click continue and setup my complete profile.
