The split that's worked for me is dividing it by job rather than by budget.

Discovery and ground truth stay free more or less forever. Apple Search Ads suggestions and the Play Console search terms report are the only two sources coming from the actual store index, so when a paid tool disagrees with them, they win. Nobody publishes real volume, so every vendor estimates it differently. Treat those scores as an ordering, not a measurement, and never compare a volume number from one tool against another tool's.

What free genuinely can't give you is history. That's the first thing I'd pay for, earlier than any competitor intelligence feature. Without a rank time series you can't tell whether your metadata change did anything, so you end up rewriting your subtitle every three weeks based on vibes.

The tactic I'd push for indies is to stop treating a paid tool as a standing subscription. Buy one month, do a research burst, export everything, cancel. Research needs refreshing every four to six weeks, but the actual research work is a few days of it. Two months a year beats twelve months of a dashboard you open twice.

The part people underrate is that the real cost of a paid tool isn't the money, it's attention. It's easy to end up tracking 200 keywords when your keyword field is 100 characters and your title is 30, so realistically you can act on maybe a dozen of them. Rank tracking only means something when there's a change to attribute it to. If you aren't shipping metadata updates, you're paying to watch noise.

Rough ladder I'd use. One app in one or two markets, free only, no exceptions. One app across more locales, free for discovery plus something light for tracking. Several apps and a dozen countries, that's the point where a full suite saves more time than it costs, and not really before.
