Skavio Processing API 1.9.0: reliable bulk controls and complete SDKs

Skavio Processing API 1.9.0 adds tenant-scoped bulk pause/cancel, opt-in webhook/email notifications, and Python/JavaScript SDK operation registries matching all 92 OpenAPI operations. Pause drains accepted work without admitting new jobs. Cancel is permanent; completed work and exactly-once accounting are preserved. Notification settings require a company administrator session; notifications default to disabled.

Production release verification completed with real S3 read/write/download/archive/restore, tenant isolation, idempotent bulk cancel and exactly-once credit settlement. The encrypted Borg backup was actually restored and integrity checked before deployment.
