You can take a look at Live server extension for VScode.
While I hate Windows 10 personally, I do know a basic workflow on this and Mohamed does give some of the better tools. I am not 100% sure these are the top-tier tools but these will do the job well. Though I have to say use Choco and Scoop, WinGet seems to be a little buggy still.
