Nothing can be improved without feedbacks.
Everyone needs feedback to grow. If we don't get feedback, how will we know if we're doing the right things or wrong?
What you said here is absolutely true. We shouldn't hesitate to give feedback, but most importantly, "Our feedback should be constructive and given to help the other person grow and get better, not to demotivate them."
So yes, we should not hold back from giving feedbacks. I would also add that we should give it at the right time – when you know the person on the other end is ready to receive it.
