I've used Fences. It's a great, much bigger product — rules, Peek, tabs, Chameleon, all of it. I didn't need most of that.
What I wanted was blur over my animated wallpaper. Fences blurs the Windows wallpaper, and with Wallpaper Engine running its blur just doesn't apply — Stardock's own forum lists that as a known limitation and suggests turning blur off.
I checked again on Fences 6.54 before writing this: with a Wallpaper Engine scene running, the fence blurs the static Windows wallpaper image behind the animation, not the scene you're looking at.
So I built Frostpane: a few clean desktop groups that blur whatever is actually behind them, including a moving wallpaper.
