looking for a good vpn provider

I just asked this on the Typescript Discord Channel -- Offtopic, but tought why not enhance my question radius.

[17:08] Paulquapper: could somone suggest my a VPN provider with

1. a documented (javascripty) API and
2. the feature torenew ip, for given city/country. Ideally non US, no US-Server provider.
3. "cost efficient" (paying annualy)
