Description
Your task is to write a function that returns the sum of all even Fibonacci numbers up to a given number, inclusive. Fibonacci numbers are Fibonacci(n) = Fibonacci(n-1) + Fibonacci(n-2) with starting values Fibonacci(0) = 0 and Fibonacci(1) = 1. If there are no even numbers in the series up to the given number, return 0.
